Texas does not allow the public open access to birth records, unless the individual is requesting a personal birth certificate copy, is an immediate family member (related directly by blood or marriage), has a court order or written permission from an immediate family member, or if the birth record requested is older than 75 years.
The Texas Department of State Health Services also gives the option of ordering an heirloom birth certificate, which is a state-authorized decorate version that acts as a legal birth certificate. Heirloom birth certificates were designed to celebrate the Texas heritage, and these birth certificates feature a unique engraved intaglio border. The certificates are printed on heirloom quality paper with a security feature imprinted in the background. The same rules apply, and only immediate family members may order these collector certificates.
