Carroll County vital recordsThe Carroll County Clerk of Circuit Court is the Custodian of Vital Records and issues marriage licenses. Qualified individuals may obtain Virginia vital records for $12.00 at the Virginia Department of Health. John Perry Alderman is the recognized historian of Carroll County. Permanent settlement by people of European ancestry (mostly English) began in the 1760s. Quakers often came to the county to escape the discrimination they endured for their pacifist views. By 1805, a third of the county population was Quaker. However, most had moved away by 1825. Some Quakers who married outside the church remained in the county, becoming leaders in the community.
