Carter County has, with less than 6,300 people residing there, one of the smallest populations of any county in the state. The county seat is the town of Van Buren which is where the Carter County Health Center, the Circuit Clerk's office, and the Recorder of Deeds are all located. The Health Center, a local branch of the Department of Health and Senior Services, is in charge of maintaining birth and death records, while the Circuit Clerk handles marriage records, and Recorder of Deeds is responsible for property and divorce records. All records the three departments maintain are available from the early 1900s to the present, except marriage records which begin in 1948. The Circuit Clerk and Recorder share space in the Carter County Courthouse at 105 Main Street, and the Health Center is at 1611 Health Center Road. All three offices are open Monday through Friday during regular business hours.
