Despite the name, the Franklin Parish Catfish Festival, held yearly in early summer, is not merely a fishing festival. Instead, the entire downtown area of Winnsboro, the parish seat, converts to fair grounds where music and entertainment is held for a single day. The festival has been held every year for 25 years straight, and thousands of people come from all over the state to attend.
