Since Hayes has less than 1,000 residents, it follows that standard, and as such, the offices of the Register of Deeds, County Clerk, Clerk of the District Court, and a couple other offices are all rolled into one. The office is in the Hayes County Courthouse at 505 Troth Street in the county seat of Hayes Center, and it handles most county records, including court cases, both civil and criminal, marriage, property, and others. The only records that are not handled at the county level are birth and death certificates, which are, instead, maintained and distributed at the state level by the vital records office run by the Department of Health and Human Services in Lincoln, NE.
