Holt County is, as of the 2010 census, the 6th least populated county in all of Missouri, with only 4,900 residents approximately. It is located in the northwest corner of the state and borders Kansas to the south and Nebraska to the west. The county seat is the town of Oregon which is where the Holt County Health Department, and the Circuit Clerk. The Clerk also acts in the capacity of the Recorder of Deeds for the county. The Recorder normally maintains property and marriage records, while the Clerk handles divorce, criminal, and civil records, but in cases like this, where the office is combined, the one office handles them all. The Health Department keeps track of birth and death records and dispenses copies to qualified applicants. Missouri requires applicants to either be the person on the certificate requested, a member of the immediate family, or a legal representative or guardian.
