The county is included in the Binghamton Greater Metropolitan Area, and its county seat is the town of Owego. Both the offices of the County Clerk and the County Historian are located in Owego, the Clerk's office at 16 Court Street, and the Historian's office at 17 Parker Lane. The offices work in conjunction to service the recording and archiving needs of the area. Among the records available from both offices include property, court, and naturalization records, as well as others. Marriage, birth, and death records are not handled at the county level, but are instead maintained by each individual town where each event occurred. The town clerk for each respective town or village serves to collect and preserve those records, and the County Clerk's website provides a listing of town clerks that perform that function, as well as their addresses and contact information.
