The county is named after John Blair Smith Todd (18141872), a delegate from Dakota Territory to the US House of Representatives and a Civil War Union Army general. He was Mary Todd Lincoln's cousin. Todd County does not have its own county seat; Winner in Tripp County is its administrative center. Todd County lies entirely within Rosebud Indian Reservation, home to several Sioux and Lakota tribes.
