It is taken from the German "Kaiser", which means "emperor", which was ultimately derived from "Caesar", surname of the famous Julius Caesar and also the title for subsequent Roman emperors. Although "caesar" originally meant "hairy", it came to be an occupational name for people who played emperors in plays, although it could also have been a sort of nickname given to people who behaved imperiously.
